PA Girl Raped Starting At 4-Years-Old: Affidavit

A man has been arrested for sexually assaulting a girl for nearly a decade beginning when she was just 4-years-old, according to court documents obtained by Daily Voice.

James Andrew Arroyo, 64, of Columbia, PA, is accused of sexually assaulting and raping a child victim from 1985 to 1994 in Windsor Township, York County, the police explained. 

The girl first reported the abuse in 1994 when she was only 13-years-old, according to the police. Now in her early 40s, the woman was interviewed and shared graphic details of the abuse, according to the affidavit of probable cause. 

The initial case was still open but listed as "inconclusive" police wrote in the affidavit. She was examined at a hospital after telling her mom of the abuse as a child, but the results were unavailable.

The victim told the police she was fingered, raped, and had oral sex performed on her both anally and vaginally three to five times a week for those 9 years — sometimes in homes and other times along the side of Pennsylvania roads, as detailed in the affidavit. She said Arroyo made her wear her mom's lingerie and he would use her mom's sex toys on her  — some of the assaults were filmed on a VHS tape recorder, although the whereabouts of the videotapes is unclear. 

She recalled chewing on her baby doll to avoid screaming from the pain during some of the assaults, she told police. 

Arroyo would "award" her after the assaults with everything from extra playtime with her friends to candy, to a horse, police wrote in the affidavit.

The victim, under the guidance of police, called Arroyo and confronted him. When she asked about videos and photos he claimed to no longer have them. Arroyo did admit to the assaults and after she asked if he wanted to apologize he gave a simple "sorry," during the recorded call, according to the affidavit. 

Arroyo has a criminal record, having pleaded guilty to driving under the influence in York County in 1992 and 1995, according to previous court dockets. 

For this case, Arroyo has been charged with the following felonies according to court documents:

  • Rape Forcible Compulsion.
  • Statutory Sexual Assault: 8-11 Years Older.
  • Involuntary Deviate Sexual Intercourse Forcible Compulsion (two counts). 
  • Involuntary Deviate Sexual Intercourse with a Person Less Than 16 Years of Age (two counts). 
  • Aggravated Indecent Assault Without Consent.
  • Aggravated Indecent Assault - Complainant Less Than 16 Years of Age.

During the same timeframe as this victim's assault another little girl is believed to have been assaulted by Arroyo, additional charges are expected to be filed once she is interviewed by the police. 

His preliminary hearing is scheduled before Magisterial District Judge John H. Fishel at 1 p.m. on Dec. 26, according to his latest court docket. He was released on $7,500 in bail on Oct. 2.
